LOMIRA VILLAGE BOARD MEETING

JANUARY 6, 2010

  

            This meeting was called to order by Pr. Luedtke at 7:30 PM.  Roll call showed six members present and there is one vacancy.  Also present were Sandra Neuendorf, Brian Koll and Joel Nisleit from the Dodge County Pionier. 

 

            Moved by Tr. Born, seconded by Tr. Gornjak, to approve the minutes from the previous meeting as read.  Motion carried. 

 

            Moved by Pr. Luedtke, seconded by Tr. Schraufnagel, to approve payment of the December bills in the following amounts:  General Fund $66,595.68 and Utility Fund $18,494.65.  Motion carried. 

 

            The Director of Public Works Report was given and discussed. 

 

            Moved by Tr. Schraufnagel, seconded by Tr. Born, to purchase computers and networking equipment with tape backup from Kiekhaefer Consulting for their bid of $11,251.00 for the new municipal complex.  Motion carried (4 ayes, 2 nays). 

 

            Ordinance No. 266, Increasing Sewer Service Rates, was introduced. 

 

            Moved by Pr. Luedtke, seconded by Tr. Schroeder, to grant a tavern operators license to Kathryn Warner, W4271 Hwy. 67, Campbellsport, for the period ending 6/30/10.  Motion carried. 

 

            The clerk had the president assist in drawing lots for name placement on the spring election ballot and the results were:  (Vote for Three)

  1. Leroy Stasson;  2.  Tony Schraufnagel;  3.  Eugene Schroeder. 

            Committee reports were given and discussed.

LOMIRA VILLAGE BOARD HEARING

ON SEWER RATE INCREASE

JANUARY 20, 2010

 

            This hearing was called to order at 7:00 PM by President Luedtke.  Roll call showed six members present and there is one vacancy.  Also present were Leroy Stasson, Tim & Julia Kuslits and Terry of Custom Wiring & Control, Pat Bertram from Ahern-Gross and Brian Koll. 

 

            The purpose for this hearing was to allow public comment on the proposed increase of 18% for sewer service rates. 

 

            No residents appeared to comment on the rate increase. 

 

            Moved by Tr. Born, seconded by Tr. Gornjak, to adjourn the hearing at 7:25 PM.  Motion carried.

LOMIRA VILLAGE BOARD MEETING

JANUARY 20, 2010

 

            This meeting was called to order by Pr. Luedtke at 7:30 PM.  Roll call showed six members present and there is one vacancy.  Also present were Leroy Stasson, Phil Eckert, Pat Bertram, Tim & Julia Kuslits and their employee, Terry, Jackie Jacak, Brian Koll and Joel Nisleit from the Dodge County Pionier. 

 

            Moved by Tr. Gilson, seconded by Tr. Schraufnagel, to approve the minutes from the previous meeting as read.  Motion carried. 

 

            Village Attorney Phil Eckert was present to discuss the contract with Gilbert Construction for the municipal complex and Gilbert’s proposed payment plan for subcontractors who are unpaid at this point. 

 

            Moved by Pr. Luedtke, seconded by Tr. Schroeder, to approve Certificate for Payment #9 to Gilbert Construction for $164,433.87, but hold disbursement until the payment plan of Gilbert Construction for subcontractors has been accepted by the subcontractors by February 2nd.  Motion carried. 

 

            Moved by Tr. Born, seconded by Tr. Schraufnagel, to approve payment of the direct purchase items for the municipal complex in the amount of $59,932.29.  Motion carried. 

 

            Moved by Tr. Born, seconded by Tr. Gilson, to dispense with the second reading of Ordinance No. 266.  Motion carried. 

  

            Moved by Tr. Schraufnagel, seconded by Tr. Gilson, to approve Ordinance No. 266, Increasing Sewer Service Rates, as presented.  Motion carried on a unanimous roll call vote. 

 

            There was a short discussion on the possible sale of the village’s lot at 1175 North Water Street, but since it may be needed by the village in the future, it is not for sale right now.   

 

Committee reports were given and discussed.

SPECIAL LOMIRA VILLAGE BOARD MEETING

JANUARY 27, 2010

 

            This special meeting was called to order by Pr. Luedtke at 6:00 PM.  Roll call showed six members present and there is one vacancy.  Also present were Phil Eckert, Tim & Julia Kuslits and their employee, Terry, Sally Cole, Lynne Mason from Gilbert Construction, the drywall subcontractor, Jackie Jacak, Brian Koll and Joel Nisleit from the Dodge County Pionier. 

 

            Pres. Luedtke read the notice calling this special meeting which was signed by three village board members.    

 

            Village Attorney Phil Eckert was present to discuss the contract with Gilbert Construction for the municipal complex.  Moved by Pr. Luedtke, seconded by Tr. Schraufnagel, to declare, pursuant to Section 3 of the performance bond, Gilbert Construction Corporation of Wisconsin in default of the construction contract of 04/06/2009 for violation of the terms of said contract and agree to pay the balance of the contract price to the surety, for the benefit of parties entitled to payment under the bond, or to a contractor, selected to perform the construction contract in accordance with the terms of the contract with the Village of Lomira.  Motion carried.
