Lomira Village Board Meeting

January 4, 2012

 

                This meeting was called to order at 7:30 P.M. by the president.    Roll call showed 6 members present with Tr. Liimatainen absent.   Also present were Katie Leb of the Dodge Co. Pioneer and Shannon Barniskis, the new director of the Quad/Graphics Community Library.

 

                Motion by Tr. Gilson, seconded by Tr. Schroeder to approve the minutes of the previous meeting as distributed.  Motion  carried.

 

                Motion by Tr. Bublitz, seconded by Tr. Schraufnagel to appoint Jenna Rhein village clerk/treasurer.  Motion carried.

 

    Motion by Tr. Gilson, seconded by Tr. Bublitz to pay all bills as presented: General Fund $94,404.56 and Utility Fund $6,528.68.  Motion carried.

 

    Director of Public Works report was read.

 

                Tr.  Gilson introduced Ordinance 269 to establish regular Village Board meetings on the second and fourth Wednesday of each month beginning at 7:30pm. Ordinance will be voted on at next meeting.

 

                Motion by Tr. Stasson, seconded by Tr. Hanke to list the former public library building for sale with Rhein Realty.  Motion carried.

 

                Other committee reports were given.  Tr. Gilson will report back with further research on registered sex offenders’ residence restrictions ordinance for the Village. Parks and Recreation Board Member Tr. Gilson will also report back with information on adopting the new State regulations for selling Type A alcohol.

 

                Motion by Tr. Schraufnagel, seconded by Tr. Bublitz to adjourn into closed session under WI Stats. 19.85(1)(c) at 8:10pm to consider the appointment of a department head for the police department.  Motion carried by a roll call vote with 6 ayes and Tr. Liimatainen absent.

 

                Motion by Tr. Gilson, seconded by Tr. Bublitz to adjourn closed session meeting at 8:24pm. Motion carried.

Lomira Village Board Meeting

January 18, 2012

 

                This meeting was called to order at 7:30pm by the clerk.  Roll call showed 6 members present with President Schraufnagel absent.  Also present were Katie Leb of the Dodge County Pionier, Shannon Barniskis of the library, and Chris Mireski of the police department.

               

                Motion by Tr. Gilson, seconded by Tr. Hanke to have Tr. Schroeder as acting chair for this meeting.  Motion carried.

 

                Motion by Tr. Gilson, seconded by Tr. Liimatainen to approve the minutes of the previous meeting as distributed.  Motion carried.

 

                Motion by Tr. Gilson, seconded by Tr. Stasson to adopt Ordinance 269.  Regular village board meetings will take place on the second and fourth Wednesday of each month beginning in March.  Motion carried by a roll call vote with 6 ayes and President Schraufnagel absent.

 

                Motion by Tr. Schroeder, seconded by Tr. Bublitz to adopt Resolution 868.  Village wards are combined as one unit for voting purposes.  Motion carried.

 

                Motion by Tr. Hanke, seconded by Tr. Gilson to approve MCO contract with a 2.6% increase in cost. Motion carried.

 

                Committee reports were given.  Chris Mireski presented the annual Police report for December and all of 2011.

 

                Tr. Gilson of the Rules and Regulations Committee requested the village abide by State law pertaining to the sale of Class A alcohol.  This will be revisited and voted on next meeting.

 

                Shannon Barniskis requested Library reports be included on the meeting agenda for the second meeting of each month.  Board agreed.

 

                Tr. Schroeder reported Lomira Video was the only establishment to sell individual village garbage bags.  With the closing of the business, there may be a possibility of other businesses to sell the individual garbage bags.  If no business is willing to step forward, it is requested the village clerk’s office sell the individual garbage bags.  This will be revisited and voted on next meeting.

 

                Tr. Stasson reported on the former public library building.  Conversations with Chad Weigand have resulted in reexamining the library property lines and discussions relating to obtaining an easement to access the back of the property.  Consideration to have property surveyed will be voted on at next meeting.

               

                Motion by Tr. Gilson, seconded by Tr. Hanke to adjourn at 8:07pm.  Motion carried.
