Village Board Meeting

December 12, 2012

 

            This meeting was called to order at 7:30pm by President Schraufnagel.  Roll call showed all members present.  Also in attendance were Chief Mireski, Katie Petrick of the Dodge County Pionier, Shannon Barniskis, Brad Steinbach, Joe Sciascia, Brian Koll and Jenna Rhein.

           

            Motion by Tr. Gilson, seconded by Tr. Hanke to approve the previous meeting’s minutes as dispensed by email.  Motion carried.

 

            Joe Sciascia introduced himself to the Board.  He is a candidate for Dodge County Circuit Court Judge.

 

            Motion by Pr. Schraufnagel, seconded by Tr. Schroeder to pay the bills as listed for the month of December.  General Fund $24,532.78; Utility Fund $9,138.22; Promotional Fund $650.00. Motion carried.

 

            The Board discussed and made recommendations of Village refuse collection and fees.  Director of Public Works Brian Koll presented the Board with a breakdown of revenues and expenditures for refuse and recycling.  Currently, the refuse collection is at a loss of $18,377 and the recycling is at a loss of $2,426.  Tr. Schroeder suggested increasing the Village garbage bag rates 60% to cover the deficit for 2012.  Another suggestion was to add a user fee to all utility bills to cover the deficit.  The Board agreed the program will need review to be more cost effective.  Pr. Schraufnagel recommended the Streets, Utilities & Solid Waste Committee hold a meeting to further discuss the options, make a solution, and present to the Board. 

 

            In an effort to reduce costs, the janitorial service of the municipal building is under review.  Jenna Rhein, Brian Koll, Shannon Barniskis and Chief Mireski presented the Board with several solutions for building cleaning, which include the following: hiring a different janitorial service that will clean to Village employee expectations and is more cost effective, hiring a janitorial service to maintain only the public areas of the building, or hiring a Village employee to clean the building.  The Department Heads will schedule another meeting to discuss and later present a final plan to the Board. 

 

            The first reading of Ordinance #273 dog license fees was presented.  The Ordinance would increase dog license fees to $10 for a spayed or neutered dog and to $15 for a non-spayed or non-neutered dog.  The Ordinance will be considered at the next Board meeting.

 

            Motion by Tr. Gilson, seconded by Tr. Schroeder to approve Mayville Insurance Agency, Inc. insurance proposal for 2013.  Motion carried.

 

            Motion by Pr. Schraufnagel, seconded by Tr. Liimatainen to authorize Director of Public Works to utilize McMahon Associates on a limited basis to investigate the DNR’s proposed thermal standards for the new discharge permit at the wastewater treatment plant and not to exceed a cost of $2,000.  Motion carried. 

 

            Motion by Tr. Gilson, seconded by Pr. Schraufnagel to accept the resignation of Assistant to the Director of Public Works Jeremy Klug with regrets.  Motion carried.

 

            The monthly Department of Public Works report was read by Brian Koll.  Equipment maintenance, property maintenance, final leaf collection and a water main repair were a few of the duties listed. 

 

            The monthly Police Report was presented by Chief Mireski.  Village-wide winter parking regulations began November 15, 2012 and continue through March 15, 2013.  No vehicles are allowed on any street in the Village between 3:00am and 6:00am.

 

            Shannon Barniskis presented the monthly Lomira Quad/Graphics Community Library report.  Circulation and program participation have increased. 

 

            Motion by Tr. Gilson, seconded by Tr. Hanke to adjourn at 8:25pm.  Motion carried.

Village Board Meeting

December 26, 2012

 

            This meeting was called to order at 7:30pm by President Schraufnagel.  Roll call showed members present with Tr. Gilson absent.  Also in attendance were Katie Petrick of the Dodge County Pionier, Brian Koll and Jenna Rhein.

           

            Motion by President Schraufnagel, seconded by Tr. Stasson to approve the previous meeting’s minutes as distributed by email.  Motion carried.

 

            Motion by Tr. Liimatainen, seconded by Tr. Bublitz to grant an operator’s liquor license to Elizabeth Lein of 272 S. John Street, Mayville.  Motion carried.

 

            Motion by President Schraufnagel, seconded by Tr. Stasson to hire Maid 4 U 2 janitorial service to clean the municipal building.  Motion carried.

 

            Motion by Tr. Schroeder, seconded by Tr. Hanke to terminate the contract with ABM Janitorial-Midwest, Inc..  Motion carried.

 

            Motion by President Schraufnagel, seconded by Tr. Liimatainen to adopt Ordinance #273 dog license fees.  Motion carried.  Dog license fees are $10 for a spayed or neutered dog and $15 for a non-spayed or non-neutered dog. 

 

            The Streets, Utilities and Solid Waste Committee will hold a meeting on Wednesday, January 9, 2013 at 7pm to discuss Village refuse and recycling collection. 

 

            The Employee Committee will meet on Wednesday, January 2, 2013 at 10am to discuss a possible job opening for an assistant to the Director of Public Works.

           

            In other business, the resent snow blizzard’s effect on the Village was discussed.  Residents and private businesses are not permitted to dump snow on Village property. 

           

            Motion by Tr. Bublitz, seconded by President Schraufnagel to adjourn at 7:47pm.  Motion carried.
