Village of Lomira Budget Hearing December 7, 2011 The hearing was called to order at 7:15 P.M. by the acting clerk in the absence of the president. Roll call showed six members present. Pres. Schraufnagel arrived at 7:25 P.M. Also present were Katie Leb of the Dodge County Pioneer and Sandra Neuendorf. No citizens commented on the proposed budget for 2012. Motion by Tr. Gilson, seconded by Pres. Schraufnagel to adjourn the hearing at 7:28 P.M.

Lomira Village Board Meeting December 7, 2011
This meeting was called to order at 7:30 P.M. by Pres. Tony Schraufnagel. Roll call showed all members present. Also present were Katie Leb of the Dodge Co. Pionier, Sandra Neuendorf, and Chris Mireski. Motion by Tr. Gilson, seconded by Tr. Bublitz to approve the minutes of the previous meetings as distributed. Motion carried. After review, a motion was made by Tr. Schroeder, seconded by Tr. Hanke to pay general fund bills in the amount of $164,680.23, and utility fund bills in the amount of $55,476.84. Motion carried. Motion by Pres. Schraufnagel, seconded by Tr. Liimatainen to adopt Resolution No. 867 approving the 2012 General Fund Budget showing revenues of $1,498,859, and expenditures of $1,474,742. Motion carried by a roll call vote of 6 ayes and 1 nay, with Tr. Stasson voting nay. Motion by Tr. Hanke, seconded by Tr. Schroeder to adopt Resolution No. 868, establishing the 2011 tax levy at $775,792, and the mill rate for village purposes at .006381427 ($6.38 per $1,000 of assessed value). Motion carried by a roll call vote of 5 ayes and 2 nays, with Trs. Bublitz and Stasson voting nay. Motion by Pres. Schraufnagel, seconded by Tr. Gilson to authorize the public library board to place an insert in the 2012 tax bills soliciting donations for the library. Motion carried. Motion by Tr. Liimatainen, seconded by Tr. Stasson to approve Eric Kohlman as a new member of the fire dept. Motion carried. Motion by Pres. Schraufnagel, seconded by Tr. Bublitz to approve appointing the following persons as election inspectors for a two year term ending December 30, 2013: Ardell Priest, Pat Zimmerman, Loraine Weyer, Janice Haefs, Gwen Hinz, Sylvia Waas, Ruth Lehner, and Lila Ebert. Motion carried. Motion by Tr. Gilson, seconded by Tr. Hanke to adjourn into closed session as allowed per Wis. Stats. 19.85(1)(e) to consider establishing an asking price for the sale of the former public library building, and as allowed under Wis. Stats. 19.85(1)(c) to discuss hiring a person to fill the position of village clerk-treasurer. Motion carried by a unanimous roll call vote with all members present. The president announced that the board would reconvene in open session following the closed session. The board reconvened in open session at 8:35 P.M. with all members present. Katie Leb was also present. Motion by Pres. Schraufnagel, seconded by Tr. Stasson to extend an offer to Jenna Rhein 826 South Ave., Lomira, to accept the position of village clerk-treasurer. Motion carried. Motion by Tr. Gilson, seconded by Tr. Stasson to adjourn at 8:45 P.M. Motion carried.

Lomira Village Board Meeting December 21, 2011
This meeting was called to order at 7:30 P.M. by the acting clerk-treasurer in the absence of the president. Roll call showed 6 members present. Also present were Katie Leb of the Dodge Co. Pionier, Jenna Rhein, and Chris Mireski. Motion by Tr. Hanke, seconded by Tr. Gilson to appoint Tr. Schroeder to act as chairman for this meeting. Motion carried. Motion by Tr. Gilson, seconded by Tr. Stasson to approve the minutes of the previous meeting as distributed. Motion carried. Motion by Tr. Liimatainen, seconded by Tr. Bublitz to pay $4,832.20 on the Veolia Environmental bill for refuse and recycling collection and disposal, and to withhold the $385.78 fuel surcharge which is not in conformity with Veolia’s service proposal, pending resolution of this issue. Motion carried. Motion by Tr. Hanke, seconded by Tr. Gilson to make no recommendation to the county planning commission on the extra-territorial subdivision request of Daniel Zielicke to detach a 41.14 acre parcel from his farm located at N11957 Butternut Rd. Motion carried. Sgt. Mireski presented the November police report. Motion by Tr. Bublitz, seconded by Tr. Hanke to accept the resignation of Douglas Ninnman as chief of police effective December 29, 2011, due to his retirement. Motion carried. Motion by Tr. Gilson, seconded by Tr. Hanke to appoint Chris Mireski as interim officer-in-charge of the police dept. effective December 29, 2011. Motion carried. Tr. Gilson reported that the police and fire committee and the employee committee will be working together to discuss the future of the chief of police position in the village. Motion by Tr. Gilson, seconded by Tr. Bublitz to adjourn at 8:00 P.M. Motion carried.
